Since 1992, Morse has raised at least $1.16 billion through 41 tax-exempt bond and note offerings in 11 special taxing districts, according to documents filed with the offerings. The districts use the proceeds to buy assets and services -- such as golf courses and water utilities -- from Morse, who has earned more than $900 million from the transactions.

Florida state law allows for the special taxing districts, including entities known as community development districts, to issue bonds exempt from federal income tax so long as they perform a “wholly public purpose,” according to IRS guidelines.

Suspecting millions of taxpayer dollars were wrongfully flowing to developers, Florida Governor Richard Scott issued an executive order in January 2012, seeking a review of the state’s 1,600 special taxing districts.

“They aren’t elected officials,” Lane Wright, Scott’s press secretary, said in a phone interview when asked about developers requiring homeowner fees to back munis.“They are not accountable to the taxpayer.”

On March 28, 2012, Morse donated $50,000 to Let’s Get to Work, Governor Scott’s 2014 election fund, according to a donor list posted on its website. His three children each donated $10,000 the same day; the Villages made a $100,000 corporate donation as well. Morse is a co-chairman of the Florida finance committee for Republican Mitt Romney’s presidential campaign.

Developer’s Alter Ego
One person in the state’s Office of Policy and Budget has been gathering information on the special districts, Wright said. Scott, a Republican, should have an estimate as to how long a thorough review will take by the end of June.

Morse’s community districts have also drawn the ire of the IRS, which has investigated whether $426.6 million of bonds issued between 1993 and 2004 by the Village Center Community Development District should have been tax-exempt, according to letters the agency sent the district’s board of supervisors.

“There is nothing about the establishment or operation of the Center District that indicates it has a wholly public purpose,” the IRS said in a memorandum to the district’s board dated April 26, 2012.“The Center District has in effect been operated as the alter ego of the Developer.”

The IRS memo was in response to the district’s request for “technical advice” into their bonds’s compliance with the tax exemption laws. Dean Patterson, an IRS spokesman, said in a phone interview the agency couldn’t comment on anything having to do with a taxpayer, including special government districts. As of May 17, 2012, the investigation was active, according to a brief sent to the district’s board.

And don't forget he also had George "W" Bush playing golf when "GW" was on his book signing tour. They say the purpose of that was to try to sooth the Bush wounds and prepare the way for a Jeb Bush presidency. God help the USA. Four years of Obama was brought on by the Bush Klan refusing to have a decent young person in the VP spot who could have been elected president. Remember Prescott Bush's son George Herbert Walker Bush was one heart beat from the president rught under Ronald Reagan. But, when GHW Bush was elected president he had a man who couldn't ever spell "potato." When George "W" was elected he had a VP who was never medically able to assume the Whitehouse.

The point is if these Bush's really cared about the USA instead of their personal fortunes they could have had VP's in place so strong politically this nation would never hqad to suffer the Obama years.

Everyone needs to ask themselves why did George "HW" have Jeb take him to the whitehouse recently in a wheel chair to talk to Obama?

What we do know is this George "HW" and Obama are both New World Order people. That is what cost GHW the whitehouse more than any other issue! When Karl Rover (they don't call him the architect for nothing)was trying to make George "W" in the image of Ronald Reagan people say Rove kept telling "GW" not to mention that "damn New World Order" anymore!

So, the question here is did they help the New World Order efforts by helping to bring about the Obama machine to further GHW Bush's goals? After all George Soros might have been 14 tears old and stealing the spoils from Hitler's victims but Prescott Bush was financing Hitler's war for him.

Wow, what stupid thing to say. First, Bush visited alot of places in FL, The Villages just had to be one of the many, and also one of his biggest supporters. Second, he has created a Utopia and very affordable community for our retirees. Have you ever been there, the place is amazing. There may not be another like it in the country. And so what, he has made alot of money because he was smart enough to capitalize on it, yet once again, provide the #1 ranked retirement community in the country, yes, it has been voted #1 by several magazines.
Without pioneers like Mr. Morse, this country would be in a much worse place. You may want to ask how much business does the Villages generate, jobs, etc. Oh, you probably dont care about that, just how much money he made, not how happy people are there. You never cared about those things. I guess people like Warren Buffet, Bill Gates, and many other billionaires are probably on your hater list as well. Who are you to call this man a bastard??? Only thing I can think is that you yourself are upset you didnt come up with the idea yourself, then again, did you have the vision in the first place. Read the first post and Business Week if you want to know about Gary...
Has lost 3 lawsuits so far. Screwed the counties to build the Villages roads on taxpayer money. Collected money from Bonds which he paid NO taxes on because "for the public good." Overcharged the Villagers 13 times when he sold the golf courses and Rec centers.
I've lived in the Villages since 2000. Closed the indoor pool, no gym for basketball etc and no decent entertainment center. He's only worth 2.5 billion. Doesn't give a shit about his residents.
Overcrowding with tons of car and golf cart accidents that are never reported in the Developer's newspaper. Now sinkholes are popping up all over and they are trying to keep that quiet.

It pointed out he stacks every board with his employees including the county boards. Yes, come into the heat and mow grass for 8 dollars an hour. He's has created a lot on minimum jobs. You can't live on those wages but you can work under fear. He built the place on illegals.
Oh and so far on my second home in here -the roof has been replaced,the sliding replaced and a new air conditioner because none were done right in the first place. The homes are built as cheap as possible. Before you ask, I stay here because I have been here for 12 years and all of friends are here.

It looks like Jeb Bush is trying to push Rubio for VP. It also looks like Rubio is trying to distance himself from old Jeb not sure about young Jeb.

We never could understand the Bush family turning against Katherine Harris and sppointing Mel Martinez US Senator. After all it was Harris that stood up for those hanging chads in favor of "GW." They paid her back with a big ole fat weenie right up the butt. Guess that's Bush style! We can't help but hope that The Bush Klan and Morse's money won't cause Mitt Romney to stray to far from honesty! Lord knows we already have more than our fair share of corruption around here!

And last but not least YES the illegals are well represented at the Villages. Probably another reason the Bush klan has never done anything about illegals beside the fact that Jeb Bush's wife is Mexican. There has to be a better reason than that not to care about open borders!

That's not exactly how the story played out honey, there was a daddy involved to get the ball rolling for young Gary.

And of course local politicians who where happy to grant favors in return for favors. That concept surely wasn't a Florida first either.

The Village's brand of politics is currently out of favor, Katherine Harris lost her Senate race, John and Sarah were stomped soundly and Mitt, who Morse hosted on his Cayman registered yacht, was defeated returning Obama to a second term. Worse is that both Lake and Marion Counties have recovered from the Morse influence leaving only Sumter under his spell.

Take the political and racial sparks and hypocrisy away and it really is a grand place.
