How can there not be more cell phone tickets in this town?? I see it all day, every day. Blatantly!! I was almost killed by a cell phone driver 15 years ago while riding my bicycle here in Chico and have been waiting for this law ever since. CHP, Butte and Chico police; Please start making these people believers!!
