A person doesn't have to sign papers to make it so that her information cannot be shared with the press. It's called HIPPA and it protects the patient's privacy. No one who works in a hospital, doctors office, etc, can share any medical information with anyone who is not involved with the care of the patient. It has nothing to do with "signing papers."
