Man charged with selling crack four times to undercover cops

Ralph Walter McMillian, 30, of Foley has been charged with selling crack cocaine to undercover police on four occasions during a month-long investigation, Baldwin County sheriff's Ralph Walter McMillian is charged with distribution of a controlled substance.

Why did they wait untilhe had sold it to them 4 times before they arrested him? I always thought that once was enough. They sure as hell don't wait until they've caught someone driving drunk 4 times before they arrest them. Am I missing something here? Then again, they arrested the guy Thursday night and it was "breaking news" today. A little on the slow side all the way around aren't we.
