Anyone hear the Mayor on KVPI this a.m. asking the public for help in finding "da cat" that disappeared? See, she brought a stray cat into City Hall to find a large rat employees kept seeing....the cat stayed almost a week in City Hall w/o a litter box! So all the cloth chairs are upside down because they've been peed and pooed on, and the carpet as well....imagine the smell! "da cat" was placed in the attic to look for "da rat" (her words). The cat is now missing, probably eaten by the giant rat!! No recent sighting of "da rat!" Why would any, supposedly educated, Mayor, not send for a professional exterminator?? Who puts a cat in a municipal bldg to fight giant rats.....the bldg across the street w/ the 6 foot wide hole in the roof had, count them, 63 rats trapped....why is there suddenly a rat infestation on City property?

The Mayor of Ville Platte. She just hired one of the city clerk cousin to work with the section 8 program and pay her $12 an hour. She didn't even advertise for the position or got the City Council approval.

Stupid VP gossipers. Have you ever been to a city meeting? Do you know the budget or the spendings? Not the ones you have "heard" but the ones you have SEEN? And Taranza? What do you know about him? He has missed the last two meetings, meetings that he insisted on having! Get your facts before you start spreading rumors!

I thin that Taranza and Rev Jack are the only two trying to keep the mayor in line. He will be for the people and the city workers. A fair person who will surround himself with qualified people and not relatives like Jennifer has.

I wonder if she is putting them on civil service. She has a council that lets her do anything.
Only two members of the council will ever question her.

Civil Serv. is another thing that's misleading. Everyonoe thinks the City employees are CS; some are and the Police definitely are, but the City Hall ladies are not. A call was made to Civil Serv. in BR and they were asked if the City employees were CS. They answered "no" , explaining every CS city has a number assigned to them and we have no such number. They went on to say the municipality itself is CS, but not the employees. The City would have to go through a testing process and then get their CS # and none of that ever happened. Rita Jack is the one who started the rumor about all employees being CS because she wanted to enjoy all the perks. Well she wasn't and City Hall staff aren't. It's a myth generated by Rita 30 yrs ago. Like all good tales, repeat them often enough and people start to believe them to be law.

If you go back to a District Court ruling, it was found that the staff are under Civil Service.
The act was first introduced by then Senator John Tassin.

yes, it's all in the minute books, John introduced it, but the Senate never approved it....and it was just dropped or never picked up again by anyone, except Rita Jack who took it upon herself to finish what John started, not legally, but by word of mouth. In no time, everyone believed they were civil service and no one questioned it....the state knew better, but the City kept pretending.....

Plus, I went back and interviewed the councilmen who were serving at the time. They told me the civil serv. issue was brought up and promptly tabled, because no one wanted to be the one to break the news that no one was civil service......and that's how it stands today.....

Putting that aside. It was found that the city adopted the rules of C.S. and had practiced the policies from the time of Mayor Bordelon. Because of the history, the existing board and decisions made by the local C.S. board which again followed C.S. guidelines -(recognized by the state or not) it was determined that the city's C.S. policies dealing with personnel were binding.
