Now come on... are the landlords angry about the $36 per unit fee -or- are they unhappy that the Code Enforcement people will find water leaks, bad conditions that they will now be mandated to fix.

This is a no-brainer! There is a lot of sub-standard dwellings in the city and the landlords are preying on people who dont/wont say anything to report them.

Oh, and for what its worth,$36 a year breaks down to a rent increase of $3.00 per month.
