Advocacy for the elderly in all HUD housing

Why dosen't HUD allow a advocacy program in any of there subsadized housing facilities. HUD is our nations largest landlord for the elderly, but says the elerly dosen't need anyone to advocate for them.
When an elderly citizen complains about a problem, it dosen't get past the directors office door. Why???
