Sorry; Frank Butler was in advanced age when he fell dead in the driveway of his and Pearl's home in front of Scott County Courtshose. Suggest SCOTT COUNTY HISTORICAL SOCIETY records as to Biographical data! His funeral was preached by his Nephew Claude Butler, who had promised God to be a Minister if he survived Japanese wounds during a South Seas WW II Battle.
Frank once told Pearl: "I'm glad son-and so died!"
Pear rejoined: "Frank you a Christian & should not say that!"
Frank replied: "Well, then, Pearl, I'm glad the Lord called him home!"
Frank attended many Scott County Church functions over Scott County during each Election season!

Thanks. i remember him comming around during the election and taqlking to peole. He stopped at my grandfather`s place onece and I was cleaning out the mules stable. My dog had just killed a big Copper Head and as well as a lot of rats as they ran from the stable . He made some kind of joke about it and him and grandpa talked a while. My grandpa had me draw a fresh bucket of water from the well and Frank had a cold drink of water. I remember that very well. He got around and knew how to communicate with the people. I doubt any of our elected officals today would consider stopping and talking to an old man and having a drink of cold well water on a hot day in that kind of enviiornment. I think for his time and day he was the sheriif for the area. He knew the people and how to work with them.Not much got by him.

The Office of Sheriff evolved from England where the King appointed one from each Shire!
When the United States gained Independence - Sheriffs became elected officials chosen by the people. Although a Sheriff serves as the chief law enforcement officer in a county, the sheriff's primary responsibility is to keep the peace and serve as an officer of the courts!
As OCTO understands: The People of Scott County elect their Sheriff, Just as the People of The United States Elect their President!
IF WE THE PEOPLE are satisfied we can re-elect or if we are un-happy we can vote for someone else. All legal voters can and should vote their conscience!

I don't know Skinhead...I like KFC and watermelon too! And I'm totally white and a Republican! I didn't go to Harvard...did you? The Prez did, and I'll be they are eatin cavier a lot! I don`t think any of these sheriffs have done the job they out to be doing. They allow these northerners to come in here and go with our women and take them out of the state. They need to be get them on something so theu will stay out of the country.The good looking women we got here need to be here for the fellers like me and the others that have been here upholding the county tradations and customs.I might run myself next time and if elected will do my best to keep Scott County safe from these Northerners and other big city types.I will watch them close. Not decided yet but thinking on it.We got to have somebody looking out for what is best for the county and having a bunchb of highfallutin northerners come in here and take all the best women has to be stopped. I would also go after the dopers and drunks too becuase, most of that stuff is comming in from out of the county.I am thinking on it.

This sheriff needs to stop theese Ohioans from comming in here and mixing up with our people. My fourth cousin`s niece married an Ohioan and had a mess of kids by him. Now I got Buckeyes for relatives!What a mess! He needs to put a stop to it.When we had Jim Carson for sheriff he kept things like this under control.

Sheriff (R D) Richard Ellis was gunned down by an unknown assailant as he was escorting a prisoner into the Scott County Jail in Huntsville on August 11, 1925. The fatal wound was fired into the back of Ellis' neck and was from a shotgun, according to news reports following the assassination.

Although the investigation into the shooting death of the sheriff continued for several months - and several suspects were questioned - no one ever went to trial for the crime, and it remains a mystery to this day.

In addition to being elected sheriff, Ellis was a Baptist preacher and had campaigned for the office on promises of strict law enforcement. An article about his death published in the August 14, 1925 edition of the Scott County News described Sheriff Ellis as "Quiet, unassuming, genteel, and kind - yet as fearless and courageous as a lion he went about his duty with the zeal of a Christian crusader."

Sheriff Ellis, who was born on September 12, 1883, is buried in the Sexton Memorial Cemetery just off the Paint Rock Road near Oneida. The honor of being listed among fellow officers on a national monument comes 80 years after his death.

OCTO heard a rumor that a known BOOTLEGGER of the era was responsible for the death following a failed bribrey attempt!

Esau Laxton was the first sheriff I remember, Prisoners were loaded then in a steel bed Truck in the morning to work at the rock quarry and on the roads, they wore leg irons. Some deputies were witnessed treating prisoners civily while some deputies mis-treated them. The prisoners were fed the sane food that the Sheriff;s fanily ate! Frank (Jap) Butler had five daughters and his wife Pearl fed the prisoner's well. Jap was sheriif for many terms! A couple of his deputies were 'mean!" Frank almost always treated people nice but once I saw him kick an enemy to the ground and then kick him again! Dorsey Rosser had three sons by wife Beatrice! Again the prisoners were fed the same food the Rosser family ate. Dorsey shot Bates Pennycuff but both worked together later for the Oneida Police Department!
OBSERVATION: Sheriffs of Scott County are HUMAN!
Humans both excel and ERR! We should EXPECT more excellence than error!

Its good to know the county history, but I am not worried about the past, I am more concerned about the present. And right now what is going on in that jail is illegal an unmoral. they stand up over there and pray for the county,they need to do some extra praying for the ones running that place. Start paying more attention to what is going on in the inside and quit leaving everything upto the jailers. Mike Cross needs to stand up and take control of the county jail, and yes I say COUNTY JAIL.

Wow, is this bizarre to read, all of these posts are about my grandfather, Floyd Winningham and my great grandfather, George Winningham. My mother is Floyds Daughter. She was 2 yrs old when he was killed.
