"The borough purchases electricity wholesale from American Municipal Power-Ohio and sells it to its residents to keep its property taxes low."
When I itemize for my Federal Income Tax return, I can itemize my local property tax, but not my electric bill.
Olyphant Borough is not doing anyone a favor by using the electric bill as a backdoor local tax. The portion of the electric bill that is actually tax would be able to be itemized if it were part of the local tax.
This scheme in Olyphant appears to be decreasing the local tax, but actually increases the residents' Federal Tax burden.
