TDOT's income per centrline mile peaked in 2002. This was in a time when inflation adjusted gas prices were the lowest since 1998. TDOT has been keeping afloat only because of increased population, increasing per capita miles driven per year and because of the taxes on wasted fuel in congested urban areas. If TDOT fixes congestion, theoretically, it will lose some more income.
TDOT's system of project justification is too subjective and encourages the construction of roads that can not return adequate income to the highway trust fund. http://uselessroads.org
