What good is a sketch of a person made now from memory of a sighting 20 years ago? I think it's a waste of resources and nobody will be brought to justice. Tips need to be acted on fast. Criminals tend to repeat their actions. Cold cases are often pinned on people already dead or serving time for other crimes. It looks good on the books, but does not improve safety of the general public.
