is it legal to use SPLOST and ESPLOST funds to pay back the 1.8 million the county over collected from southern power.
Who was responsible for this incident and do they still work for Appling County?

Good question RMN. Hope somebody responds that "knows" the answer rather than somebody that is guessing or has their own opinion.

You should go to the meetings and get the fact..Really it was Southern Powers Company their computer problem on taxes on spare parts. The Southern Company was paying taxes they did not have too. Repayment has/is being work on but not by any splost money.

The facts are:
1. The Georgia Department of Revenue failed to audit sales tax paid by Southern Co on certain equipment in a timely fashion.
2. Southern Co did not catch the mistake until the preformed an internal audit.
3. It is legal to pay this back with SPLOST/ESPLOST though it is unclear whether that will actually happen.
4. No one in Appling County is at fault.

I know being in sales for years that when a business sells items to anybody, if the purchaser has a state tax exemption, then it is up to the purchaser to provide that exemption form to the business they are buying from. If they don't, sorry about that.....

What does it matter, the BOE used esplost to cover a ditch the EPA told Herrin to not cover up, they did not cut the road as the referendum , has failed to do several other laws esplost requires and have supplanted budgets with esplost. When tax payers approve one percent tax increase, it doesn't give the BOE to have an open check book to spend the money unwisely. For example, check and see how much money was spent on the first phase of altamaha when it was sub contracted our to SAVE money. Check the order and sequence of projects that were a priority that took back seat and left off for special interest of groups in the CLICK. Once we had a BOE problem , we voted them out and told them to NOT run again, now we have a "Click" problem with no accountability. Appling you better wake up, you are going to have a big problem a d wonder how it got in a mess. You're being warned, don't let them give you answers, go research your and find the real answers.

Splost/Esplost funds may not be used to pay for operations, and most maintenance of existing buildings etc.... They are not to be used to pay salaries.

The fly in the ointment is just try to determine where the SPLOST dollars went. Good luck.

On the other hand a group of people naive enough to vote themselves a tax increase in the first place are not too bright.

The best day in Appling County's future will be when the Nuclear Regulatory Commission fails to certify Hatch and they put a 30 foot fence around it and leave.
