The newly created Article V of Chapter 18 [Yard Sales] of the Code of Ordinances was adopted and approved unanimously on Tuesday, May 28 by the Baxley City Council following a second reading at a meeting of the council. The new ordinance was enacted by the city council due in part to their findings after investigation, discussion and review that unregulated sales of items in yards, parking lots and other locales along public right of way pose a danger to parking and orderly traffic flow with the potential of endangering persons and property. Also the city believes such activity harms legitimate businesses, which own or lease property in the city and pay taxes. The city desires to respond to the adverse effects of such activity so as to protect the health, safety and welfare of the citys citizens.
Under the new ordinance, people wanting to hold a yard sale must get a permit from city hall. Thats not all. All applicants must be a resident of Appling County. The ordinance requires that permits only be issued up to four times a year and no yard sale may run more than two consecutive days. The permit must be publicly displayed.
Signs for yard sales must be a certain size, cant block traffic and must come down 24 hours after the sale. A person holding a yard sale may not erect more than three temporary directional signs and they are not allowed on public utility poles, street signs or any public right of way.
If people dont obey the rules, they could be issued a warrant or citation, and violators might not be unable to receive a permit for a future yard sale in the city.
The location and manner of yard sale shall be held at a location and in a manner that does not block vehicular traffic or create or cause dangerous conditions for traffic or pedestrians. Yard sales will be allowed anywhere in the incorporated area of the City of Baxley in accordance with the ordinance

The answer to this BS is to do your shopping in a nearby town. don't support the merchants here.
this BS is so transparent. Business people behind it.
ain't no one set up a yard sale flea market in the country yet,
The ability tot get hrough the month financially depends on sellin their stuff. I dont think the "business people gives a damn about that.
Maybe the money from the permits will help pay for that silly solar system the mayor and council wastedall that money on.
By the way mr mayor and honorable council members
how many of you has bought a solar system for your house? Itis a good deal and saves lots of money right?
On the other hand you people have nothng to bitch about you elected theze clowns

This is a good thing. I especially like that people must take their signs down within 24 hours.
I don't think this is the work of business related special interests. What businesses compete with yard sales?
And even if there are, don't those businesses have to pay (at the very least) for a business license?

Is the ordinance only for within the city limits? What about yard sales out in the county?
