The San Elijo Lagoon could become a genuine natural habitat
instead of breeding mutated aquatic life due to the heavy load
of complex chemicals washed off tens off thousands of acres
of homesites and streets in the watershed.
Federal agencies have offered free planning and design that
would correct this pollution while guaranteeing sufficient
pure water for all homes in this watershed as well as ample,
reliable water for the lagoon. That would enhance its natural
features while reducing the public's tax burden significantly.

County and municipal land-water managers have consistently
rejected this free expertise from the world's best civil engineers
and technicians because their job security depends upon how
well they please land development profiteers.
Politicians have approved the outdated land planning techniques
now in use because this pleases the invisible power structure
so that they receive generous campaign funding and kind words
from the news services it dominates.

Wise residents know which businessmen compose the criminal
element of their community but they also know that voicing
their opinions would bring attack by agents of the profiteers
and be a waste of time. Reporters and editors are under
constant pressure to discredit citizens who might disrupt
the massive propaganda barrage that has kept most folks too
confused, misinformed, polarized and fearful to vote wisely.

So it is unlikely the LID and BMP planning that would make the
Lagoon clean enough to swim and fish in will be adopted until
after the area is built out improperly, to generate windfall
profit for developers until they move on to greener pastures.
Some cities have accomplished this but it appears that most
residents of this area lack the self-confidence necessary for
citizens to speak our freely about matters that affect their
family's quality of life.
Without a good database they vote as news services dictate,
not bothering to inform themselves and neighbors well enough
that voters choose capable and onest candidates for a change.

It is unfortunate that residents of the lands above San Elijo
Lagoon are collectively too deficient in personal wisdom and
honor to elect the best among them to manage public affairs.
