Carlsbad residents "happy" with their taxes and escalating utility costs would be much less happy if public servants had revealed how the upward trend could be reversed by managing their abundant rainwater properly.

Not likely their officials will inform them fully and fairly even though State law requires this. That would lead to reduction of public works and water agency budgets. Very few of us would endanger our job security by testifying fully and fairly about planning that would decrease the need for our services.

Looks like few citizens are concerned enough to discover on their own that flooding, stream/ocean pollution and water shortages could be corrected at much less cost than ongoing planning, so that tax burdens and utility bills would be reduced. So everyone will just grumble and pay an ever-higher chunk of their income for services and facilties they don't need.

Not knowing that their water carries a heavy load of complex chemical compounds of varying toxicity that penetrate their skin, most citizens will continue to swim and bathe in it while they wonder why autism, asthma, cardiac and cancer problems have reached epidemic levels. But Ignorance of State law is no excuse when our family's health-safety-welfare are at stake.
