Does anyone KNOW HOW neatly or sloppily the landlord placed the evicted tenants property at the curb to begin with?? I've seen eviction property placed at the curb in a neat and proper manner to be picked up by the City and it was the human SCAVANGERS that scattered it all over the place creating the litter,prior to City pickup.
