Yes, however if you have lived there longer then a year your landlord must give you a 60 day notice. Also the market rate plays a role as well and if the unit/house is furnished.In San Francisco landlords wouldn't dare do this without checking the current law.

California has the Mobilehome Residency Law (MRL) that provides state laws on percentage of raise and how often a landlord can raise your rent. Contact GSMOL.ORG and you will get some help with your issue.
