Actually, the public is the largest purchasers of semi-auto firarms, there's like one cop per thousand people. By the time you add in the military and the guard, all federal agents, prison guards, at best the ratio goes from 1 per thousand to 6 per thousand. Therefore, it would be assumed that the government is not the LARGEST purchaser of semi-auto firearms unless one was also asserting that the heads of these governments buy firearms for the purpose of exporting them to mexican drug cartels and other illegal organizations.
