Can plumbers be on the City Council?
Can owners of bars be on the city council?
Why would ministers be the one profession that would be prohibited from serving in that role?
There were ministers who were signers of the declaration of Independance.
A minister can not use his influence on the City Council to help or harm any individual church. But he or she can as individuals serve the community as council members.
