traffic lights @ rt.5 and Urban Bridge in WRJct.

Is it just me, or are these lights confusing? The center lane going N on Rte 5 is a designated left turn lane,(to go onto Urban Bridge) just like the lane next to it, however, with one major difference; it has TWO traffic lights! The lane to the far right is a designated straight lane for traffic headed N into WRJct with it's own light on the far right. Why then is there a second light for this straight only lane beside the light in the left turn lane? These two lights are at odds all times of the day or night indicating two signals in one lane. After hours they are set to blinking, which means the center left turn lane has a blinking red arrow AND a blinking yellow circle!???? Please comment.
