They are flying under the law enforcement radar.

They are becoming involved with women in the Upstate NY area who have jobs/welfare and houses/apartments.

These men are not leaving a paper trail.

Nothing is in their name.

Law enforcement is going to have to watch the criminals' girlfriends to catch them.
