In the United States giving someone the finger even a police officer is completely legal. Joe Tran authorized with the tacid stamp of approval by Deputy Dipstick Chief Kvam charged a local resident for giving a lowly bus driver the finger for no reason at all (surely).

The resident flat out denied it, told him to go fuck himself and hung up after badgering the resident for several minutes on the phone, but not to be out done the officer having apparently felt disrespected mailed a citation to the offending evil middle finger pointing menace (perpetrator) for breach of peace-disorderly conduct. The officer mailed the ticket even though he did not even witness it. Yep, that's how it works when you have friends in the PD. It's kind of serious when the citation has a possible 90 days in jail attached to it...Thus the lawsuit.

Vague statutes are prohibited under the Due Process Clause of the Fourteenth Amendment to the United States Constitution and Article I, Section 7, of the Minnesota Constitution. State v. Newstrom, 371 N.W.2d 525, 528 (Minn. 1985). A statute must “define the criminal offense with sufficient definiteness that ordinary people can understand what conduct is prohibited and in a manner that does not encourage arbitrary and discriminatory enforcement.” Id. (quoting Kolender v. Lawson, 461 U.S. 352, 357, 103 S. Ct. 1855, 1858 (1983)). “A statute is overbroad on its face if it prohibits constitutionally protected activity, in addition to activity that may be prohibited without offending constitutional rights.” State v. Machholz, 574 N.W.2d 415, 419 (Minn. 1998) (citation omitted).

Statutory rape? DECLINED by loser Stillwater prosecutor--Alcohol to minors....???? They said there was no evidence..BLUE WALL OF SILENCE. There will be a an internal investigation by his PAL Acting Chief KWAM..
