Mike Kuehn is North St. Paul's new mayor, emerging from Tuesday night's 10-way scrum with 44.46 percent of the votes cast.
"I'm humbled and honored," Kuehn says. "Coming into tonight, I had no idea how it was going to go. In my door knocking and literature drops I got a good response, but I didn't know if there was a strong feeling of anti-incumbency out there. The margin of victory was astonishing."
Close clash for second
Though 10 candidates were on the ballot, votes were mostly split between just four. Candy Petersen received the second-highest vote total, clocking in at 19.96 percent with 355 votes. Council Member Jan Walczak received 16.3 percent with 269 votes and Kris Kivel finished fourth with 228 votes, 12.82 percent.
"I was surprised by the gap," says City Council Member Dave Zick. "I don't know how to explain the disparity. Mike is well known in the town and very active in the community. He also wasn't a single-point candidate; I think he spoke to all the issues well." Zick also says he expected Walczak to place higher.
The other six candidates each received less than 2 percent of the total votes cast, and candidate Jesse LaBuda did not receive a single vote.
The second-place finish puts Petersen in a strong position going into the general City Council elections this fall. Two seats - Paul Anderson's and Walczak's - are up for grabs. The council will need to decide whether to place Kuehn's council seat on the ballot or appoint someone to fill out his term.
"I feel pretty good about second place," Petersen said Tuesday night, reached at Neumann's Bar where she had gathered with family and friends. "I have a strong base of support, and it's encouraging."
Petersen says she plans to get back to campaigning in just two weeks. "I'm ready to push up my sleeves and work hard," she said. "I love this town, and I think I have a lot to offer."

New agenda
Kuehn says he hopes to implement a bold new policy agenda immediately. "We need to put real emphasis on the future of downtown," he says. "We need to set up some framework for that, develop a master plan for future development. That's going to take a lot of work, and the biggest thing we're going to need is infrastructure. We all want a coffee shop, a diner, a grocery store, a bakery - we need to find out how to attract enough foot traffic to the downtown area to get back all the businesses we want to have."
Kuehn added that he hopes to expand his crime watch programs, maintain neighborhood stability through property maintenance and continue to improve Silver Lake Park and the Southwood Nature Preserve.
He also commended his opponents on well-run campaigns and noted the front-runners may be back for the November council race. "Any of the people who ran and put real effort into their campaigns will be a strong candidate in the fall," he says.
Strong turnout
A special election in the middle of summer is a bit of a curve ball for North St. Paul, and no one knew quite what to expect. With Independence Day falling on this Friday and less than two months for candidates to campaign, many predicted a poor showing, and some were even angry at the city's scheduling.
"We have nothing to compare it to, really," says Election Clerk Betty Malm. "In the history of North St. Paul, this election was totally unique. But I'm really happy with the results. We had a steady stream of voters all day, and we had a better turnout than we get at the primaries."
1,779 ballots were cast, 24 percent of roughly 7,400 registered voters. Residents cast 792 ballots in the 2006 primary, and 5,024 in the 2006 general election.
Twenty voters submitted write-in ballots, including seven for former Council Member John Pontrelli, and 10 for Fire Chief Scott Duddeck.
Zick says he hopes all the excitement will translate into better turnout at City Council meetings. "If you want to help your community, you've got to get involved," he says. "These days you could shoot a cannon down the middle of the council chamber without hitting anyone."
