Ask the 24 year old rape victim in 2007 after Maplewood PD shows up on scene. The woman says she felt raped again by the police department (WCCO) Then Lt. Kvam the man in blue apologist bloviates the departments stand. Douche Bag Kvam is the mastermind behind every blunder in the Maplewood PD. He has no moral and ethical conscience as a sworn officer. Many have been injured or died because his lack of understand of how the world works. The Department has run a muck as much as every other corrupt Dept. in Maplewood. If you ever Really, Really need a police officer to save you from a rape, mugging or murder, bend over and kiss your ars goodbye because you are screwed. On my last trip to Vegas a policeman was filmed trying to seduce a 14 year old with promises of lucrative work in the porn field. A highly-decorated Highway Patrolman from Woodbury, MN raped his 14 year old niece a couple years back. A Kasota man was murdered by an unannounced officer this last summer. A throw-down gun was mentioned in the young Hmong murder. WE ARE A SAD COUNTRY TO EVEN HAVE A SLANG TERM SUCH AS 'THROW-DOWN GUN' TO DESCRIBE A OFFICER'S CRASS, MURDEROUS BEHAVIOR. We Americans are not a senselessly brutal, murderous people and we don't need a police force force of playground thugs. The people need to take back the streets: not just from the criminals but from the police as well. They should not be allowed to rape, rob, beat, maim and murder with little more consequences than a slapped hand and a relocation recommendation. As digital video taping becomes less expensive, clearer, and easier to use; we could all be watchdogs of the police (like people do in many cities) and try to at least keep police honest. Yeah "Go Cops", if you really are that anal, please stand downwind!

Should Police Pose As Homeless People To Nab Motorists?

Maplewood, Mn., police officer Paul Bartz posed as a “Homeless Harry” holding up a sign —“Will work for food”— as he approached and looked inside a line of waiting vehicles. Bartz, as well as “Homeless Harriet,” his unidentified female North St. Paul police counterpart, helped fellow officers issue 122 citations, most for not wearing a seat belt, during a 3 1/2-hour operation, says St. Paul Pioneer Press columnist Ruben Rosario.

“I’ve never heard of this before, and I believe it’s highly inappropriate and making a mockery of the homeless,” says Liz Kuoppala of the Minnesota Coalition for the Homeless. Maplewood Deputy Police Chief Dave Kvam makes no apologies for the crackdown.”We’re in a can’t-win situation,” he said.“We’re like umpires in a game. No matter what you do, at least half the crowd will be against you.” Motorists gave Bartz $93 in donations before some got nabbed. The money was given to a food bank.

Going to school: Using a Maplewood assault case as a class project, Kvam got confirmation that a witness' statement was rich in investigative possibilities. The witness, as it has turned out, is a suspect, though not yet charged.

Cultural understanding: In discussions with fellow academy members, including Garry Vardon-Smith, inspector in the Avon & Somerset Constabulary, of Bristol, England, Kvam learned that crime problems abroad are not all that different from those at home. It's all OK, The thrill the kill, whatever.
Police chases kill 300 people a year, 100 of them innocent bystanders. They injure thousands and demolish property worth millions. Cops call it protecting public safety even as they go about wrecking it. The Supreme Court may be about to let the wreckage spread. The cowboy mentality isn’t restricted to Iraq and Afghanistan. It’s the American Way.
