Candy Peterson for Mayor?

A daughter of Ramsey County Board Chairman Hal Norgard had repeated performances and bad behavior problems in her job with the county’s courts before tax director Lou McKenna allowed her to transfer to his agency in 1994.
McKenna resigned last month after a Pioneer Press investigation found he was logged as working or sick while he was out of town. Last week, Norgard continued to defend McKenna’s job performance.
Candace Petersen and Karen Norgard, two of Norgard’s three daughters, work in the Property Records and Revenue Department that McKenna formerly ran. Norgard’s son-in-law, Rick Petersen works for the county correction agency. All got their jobs since Hal Norgard became a commissioner.
Norgard said all were hired through regular Civil Service procedures and tests.”I think everyone has the right to apply. They should have the same chances as anyone else.”
Candace Petersen’s personnel file shows repeated reprimands for job performance and behavior when she was a court clerk in the early 1990s.
In 1991, one memo says, a state auditor found that Petersen did not record 13 fine payments totaling $669.60, and the money was not deposited with the court. What happened to the money is not explained in the personnel file. This failure to record the payments resulted in erroneous issuing of drivers’ license suspensions and warrants.
In December 19993, Petersen was suspended without pay for five days. Supervisors cited many errors on court calendars, failure to complete work on time, harassment of a co-worker and leaving work early. They said missing files and incorrect records created more work for others and difficulty tracking cases.
In 1994, Petersen was transferred to McKenna’s department. Shortly after the transfer, there was a complaint that Petersen took home checks belonging to other employees, although she did not cash them. She returned the checks when this was discovered, according to her supervisor, Genene Johnson.
Johnson said she reported the matter to McKenna because she considered it to be serious. She said McKenna told her he would handle the matter and then transferred Petersen to a comparable job within his department. The complaint never appeared in Petersen’s personnel file, but the Pioneer Press obtained copies of internal memos on it.
Norgard said he never intervened with any supervisors on Petersen’s behalf but did arrange for her to get psychological help.“She is a highly emotional type of person,” he said.
Reached at her home late Friday, Candace Petersen declined to comment on her job report.“The election is over. Everyone lost,” she said of the defeat of the four incumbents, including her father.“What’s the point?”
According to a county payroll record, Candace Petersen’s 1995 wages totaled $30,552.

A city employee wears 3 hats, Utility manager, Fire Chief and on the school board and rumor has it he takes advantage of EVERY opportunity to cash in, the list is LONG.

If you burn leafs on branches in a 3 foot rec fire the police are called.

If you start a fire before 4 PM the police are called.

It's aginst the law to MOVE a snowmobile on your property or city streets in North Saint Paul. Wording on the ordinance even prohibits loading them on a trailer in your driveway.

You may MOVE a 4 wheeler for plowing YOUR drive/sidewalk ONLY.

The city council wants to BAN working on your car in your driveway and parking a car outside your garage.

Code enforcement enables the officer to require painting brick and natural cedar sideing.

North Saint Paul has a turn in the guy next door for phone number, you remain secret, for things like long grass, dirty windows, weeds in your yard, old cars in your yard, anything that rings your bell. Reminds me of a Hitler tactic.

Living in North Saint Paul IS enough to make one want to move and maybe go nuts like Al B..

I was in the Navy, which I am sure is much more than you have done with your life. The NSA isn't anything to be proud of, they are kept in the dark about most important security issues but I know you have no idea what I am talking about so don't worrie about it. My rate was intel when I was in and I had top secret clearance so trust me, I know more than you could ever.

Jan dropped Crazy Days in the lap of DECCA and talking to a vendor at the new Slice Of Summer the reason lots of vendors didn't show was because there was no confirmation of the event.

Having DECCA do is not the issue, not a bad idea to get kids involved with their loads of energy but Jan should have at least followed the process and made sure some important deliverables/milestones were met.

Everyone I talk to says Crazy Days 3 day event was better that last weekends looser.

You are right about Mike Kuehn he simply sits on the council trying to get everything run out of NSP, old car show, everything else. Mike isn't active in any event, except keeping his yard "Perfect" and making sure everyone in his area follows the silly ordinances he pushed. I'll bet the NSP PD really loves Mike running them into his area putting out early fires and having people take all the leaves off branches before burning them. Mike and a couple others in the area are control freaks wanting everyone to live just like they do.

NSP used to be a town that started companies in peoples garages, now Mike wants to prevent people from washing their car in their own driveway. Ya just gotta love the turn in the guy next door for not cutting his lawn, right out of the GESTOPO handbook. Mike must be German.

July 2-3, 1863 – BATTLE OF GETTYSBURG
During the second day (July 2,’62), the Confederates had broken through Sickles’ position. With a failed attempt at rallying Sickles’ men, General Winfield S. Hancock had ordered the First that was held in reserve nearby to counterattack and fill the gap in the Union line until reinforcements could arrive. During the attack, three companies ‘C’,‘F’, and 2nd Minnesota Sharpshooters Co.‘L’, totaling some 73 men, had been detached.7 Out of the 262 men remaining that attacked to delay the rebs and restore the Union position, 215 were killed, wounded, or missing. Earlier in the day, Col. Wm. Colville had been relieved of arrest and resumed command the regiment. Gen. W.S. Hancock whose order “Colonel, do you see those colors?”(pointing at the advancing Confederate forces)“Then take them!”, later stated:

“I had no alternative but to order the regiment in. We had no force on hand to meet the sudden emergency. Troops had been ordered up and were coming on the run, but I saw that in some way five minutes must be gained or we were lost. It was fortunate that I found there so grand a body of men as the First Minnesota. I knew they must lose heavily and it caused me pain to give the order for them to advance, but I would have done it (even) if I had known every man would be killed. It was a sacrifice that must be made. The superb gallantry of those men saved our line from being broken. No soldiers on any field, in this or any other country, ever displayed grander heroism.”

Bruce Catton stated in Glory Road:

“The whole war had suddenly come to a focus in this smoky hollow, with a few score westerners trading their lives for the time the army needed…They had not captured the flag that Hancock had asked them to capture, but they still had their own flag and a great name…”

Lt. Col. Joseph B. Mitchell in his Decisive Battles of the Civil War stated:

“There is no other unit in the history of warfare that ever made such as charge and then stood its ground sustaining such losses.”

The attacking Confederate forces consisted of Wilcox’s Brigade8, Anderson’s Division, A.P. Hill’s Corps. Wilcox had begun the days fighting with some 1,800 men in his unit although it is not known exactly how many were left at the time of the action with the First Minnesota. There are also indications that the 39th and 11th New York Regiments began the attack on the left of the First, while the 19th Mass. and 42nd New York were on the regiments right. In all these instances these supporting units fell back before completing the charge so that the First went in on its OWN. The First Minnesota has the distinction of sustaining the highest regimental losses in any battle, in proportion to the number engaged, in the Civil War.
On July 3rd the First found itself on the receiving end of Pickett’s charge. Co’s ‘C’ and ‘F’ had rejoined by this time and another 45 men became casualties. Thus by the end of the battle 64 men had been killed and 160 men wounded for a total of 224 casualties. By the end of July, Regimental strength stood at 175 men, but this included some of the slightly wounded who had returned to duty by this time. On top of such losses for the battle the First did manage to share in the glory of the Union Victory. Pvt. Marshall Sherman of Co.‘C’ had captured the 28th Virginia’s colors and Cpl. Henry O’Brien spurred on the men with the colors and it’s shattered staff. Both would later receive the Medal of Honor for their feats.
