This appears to be a fine example of finding a way to get it done while keeping costs down.

You can put the entire library of Congress on a flash memory the size of a postage stamp, books are being dropped in favor of cheap e-books and the City needs to SPEND more money when the world as we know it sliding down a crap hole.

You can never make a big enough library! Put books in the library you have-- that people want to HOLD and read the "old fashion way".

One more time--Books people WANT TO READ. Not hire more city workers to staff.
