Allegations in leaked memo of cover-up unfounded, UHP says
SALT LAKE CITY — The Utah Highway Patrol said Friday that a memo discussing questionable arrests by UHP trooper Lisa Steed should never have been made public, and that the allegations made therein of a UHP cover-up were unfounded.

Having had experience with in appropriate behavior by DPS investigators, I have no doubt the allegations are true. They have no independent internal affairs dept only what they call POST for training purposes. All internal affairs investigations are conducted by the line command structure which has a vested insterest in covering up inappropriate behavior.
