The people aren't just gang members. They are criminals that commit other crimes that are still bondable because of the same formulaic bond system. If they (the prosecutors and judges) would stop using the bond schedule that obviously is not working, and put something in place that refelects the seriousness of the crime everyone commits, the entire state would be much better off. I believe if you're on probation (supervised release) and you commit another criminal act, apparently you need to be supervised while inside the jail.
