I need Chili residents help on outdoor wood boiler issue!

Please attend the Town board meeting on May 2 @ 7:00 Chili Town hall to voice your concern for the poor people that live near this.
Review the following information regarding the severe, harmful effects of outdoor wood boilers in addition to the laws that the current wood boiler is violating and consider a reduction or elimination of these units in Chili.
Environmental Conservation Law § 211.2: Air pollution prohibited.
According to this law,No person shall cause or allow emissions of air contaminants to the outdoor atmosphere of such quantity, characteristic or duration which are injurious to human, plant or animal life or to property, or which unreasonably interfere with the comfortable enjoyment of life or property.
The outdoor wood boiler in my neighborhood is clearly in violation of this law. It is disturbing and disheartening when my family can not enjoy spending time outside in our own yard because the smell of smoke is overwhelming and has at times, driven us quickly back into the house. Additionally, according to the EPA, exposure to components of wood smoke and wood smoke contaminants has been associated with numerous adverse health effects, including eye, nose and throat irritation, lung irritation, shortness of breath, increased rates of bronchitis and reduced lung function, increased cancer risk, and a worsening of conditions such as asthma and heart disease. People with breathing problems, heart problems, the elderly, and children are particularly sensitive to these contaminants. I have two small children and there are several elderly people in the surrounding houses. This wood boiler is threatening their health and potentially their lives.
Environmental Conservation Law § 211.3: Visible emissions limited.
According to this law,except as permitted by a specific part of this Subchapter and for open fires for which a restricted burning permit has been issued, no person shall cause or allow any air contamination source to emit any material having an opacity equal to or greater than 20 percent (six minute average) except for one continuous six-minute period per hour of not more than 57 percent opacity. After several complaints from my family and our neighbors, an environmental engineer from the New York State DEC came to observe and investigate the wood boiler in our neighborhood. Her report also states that this wood boiler violates the law above.
Violation of Manufacturer Recommendations The manufacturer recommends that natural wood is used and that wood that has been painted, coated, varnished or pressure treated be strictly prohibited for use in wood boilers. My neighbor uses any wood that is donated to him, which consists mostly of pallets that have been painted. This poor quality of wood contributes to the excessive smoke and foul smell. A second recommendation is that the wood boiler is located a minimum of 100 feet from any other residence. The wood boiler is less than 100 from two other residences. Additionally, the manufacturer indicates that if the wood boiler is located within 100-300 of any other residence, the stack should be at least 2 higher than the peak of any residence within that limit. There are seven properties within that range and the stack is at least 10 feet lower than the peak of those residences.
Additionally, the Center for Environmental Information suggests that the stack should actually be above the tree line to eliminate a down draft. On the west side of the wood boiler, there are 100 trees. These trees create a down draft when the wind passes over them.
In summary, by allowing the continuation of this wood boiler, we feel that you are endangering our personal health and safety as well as violating New York State Environmental Conservation Laws and reducing our property value. These are serious consequences that can easily be reversed with the immediate elimination of any wood boilers within our town.
