1) Vilaseca has consistently gone after the number of school boards. This is a dream come true for him - fewer school districts = fewer local school boards answerable to local neighbors = greater centralized command and control = increased convenience for Montpelier insiders.
2) Show me where the consolidation savings have happened.
3) Act 153 consolidates local school districts. All you need to do is read the part that describes SU duties in that law, and you will find that all the major policy and spending decisions will by law be assumed by the supervisory union boards (think curriculum, hiring/firing, transportation, special education). Without debating whether or not this is a good thing - it is a simple fact - as of July 1, 2012 every local school district has been involuntarily consolidated with any other school districts in the individual SUs.

Whatever this guy's salary is (and I'm sure it's not cheap), is that much less money for the students spent before it even gets to them.
The VT department of Ed should be a computer program that collect taxes and prints checks to the school systems. Anything else is a waste of money.
