sewer line in North Baltimore

Do we really have to tap into this? What If people can't get a loan to tap into this and to pay the plumber? What does the owner do then? What if they make to much for the loans they appose? Some people that I have talked to said there credit is bad and they probably couldn't get a loan, then what do they do? I was told the increase in the water bill goes toward paying for the sewer line, but we still have to pay our share.
