I don't know the answer to this, but is the area still "blighted" and what does Seton Hill provide to Greensburg? Do they pay taxes or are they exempt from this? Just wondering...

The building is just across the road from the entrance to the university; not really "blighted." Probably good for the immediate area. Since Seton Hill is run by the Catholic church, I'd think they're exempt from most taxes, but can't say for sure.
