respected sir,
i am writing this complain to inform that the place i live people are killing stray dogs by giving poisonous meat to them. me and my friends tried to stop them but since we are just 15/16 yrs old kids so no one listen to us. Sir if you can do anything against these people please do so i really plead infront of you. We can't see dogs die like this infront of us and we won't let that happen if you can please do so

They kill them to prevent their suffering, that is what they are there for. Ethical doesn't necessarily mean keeping something alive until it drops down dead itself. Even if the animals are not suffering it is likely they will be sent to labs then they will be in pain. Oh that would be so ethical then wouldn't it?

Though clearly you understand animals have rights not to sure regardless of what PETA says, right?
If not then this is about you feeling threatened and uncomfortable because animals are suffering and you're not doing enough to stop it.
