The shelter is a joke a complete waste of tax payer money. Does the city of Norco really need a petting zoo? Do they really need to shelter somebodys herd of great Danes, on tax payer money? They offer mobile spay and neuter service, for a fee of course, but they can't even come pick up a skunk that is already trapped and ready to be released into the wild.
