I'd like to see a study on how this benefits the city in question. Maybe it's too new of an idea. So try it as a test and check it out. If you are paying them up to $15,000 per year that is equivalent to a minimum wage job. If these were doctors, for example, that could benefit the community, it could contribute heavily to the future of the area. They may stay and continue to pay taxes. If they are white it would contribute to cultural diversity. If they are black it would amount to an upgrade in educational level and maybe a better selection of elected official. The next question is, where is the money coming from?
