A ploy; the package is delivered to an unsuspecting person's address and then picked up by another waiting for it. If a problem the addressee is hung out to dry, even not knowing of the scam. If no problem the user/dealer has their stuff and no one is the wiser.
Why did someone else sign for it, other than the addressee, and then take it to her house? Hmmmm.

the opium is not for person in the address but the opium was sent to the person that pick up the stuff.
