With all the money we spend on entitlement programs like welfare and prison luxury items and the lot we could've built them at least out of marble..

As a homeowner in Middletown,RI I can honestly say that the area cannot support a casino.
Middletown/Newport/Portsmouth is an island. In fact, a geography lesson for you.
The island (Aquidneck Island - yes that's Indian)is what is called Rhode Island. The rest of the state is "Providence Plantations".
It's a island with 2 major routes on and off. The infrastructure of roads can't support the increased traffic and the local business will suffocate after the casino steals much of the tourist traffic. Not to mention the devastation it will bring to property values. There are much better ecomic uses for this prime land with its bayside exposure that would bring many more lucrative job opportunites to the "Ocean State". I have nothing against gambling or casinos, just not in this particular location. The Narragansetts have tribal land in Southern RI that is much better suited for the type of traffic that a casino would bring.

What do you think your chances are of it becoming a casino vice say a tribal museum or historic park?

The Narragansetts aren't interested in anything but a casino.
That's been their desire for years. They are a poor tribe, not necessarily by their own fault. The tribe is already getting a piece of the slot parlor and electronic gaming revenue in places like Twin River and the RI Lottery to the tune of 15 or so million dollars annually, without lifting a finger or even having a stake in the enterprises. They see a casino as a pot of gold that requires only an investor with deep pockets to bank roll the project, Then the money rolls in as long as the economy will support a steady flow of tourists, which Newport has during the summer months.

One of the argument for a casino is that a RI casino will detour Massachusetts gamblers on their way to Foxwoods or Atlantic City by being closer by, thus creating another taxable revenue stream. The downside to that argument is the limited access to the island and the fact that the land would need to be classified as tribal land. That tribal land aspect changes the taxability of the revenue stream due to tribal land sovereinty.

From an employment perspective, there is every reason to believe that the prime jobs in the casino structure will be reserved for Indians (not necessarily RI tribespeople) first and then non-Indians if more employees are necessary. That seems a bit discriminatory to me.

In 1978, the Narragansetts signed the Narragansett Compact. That may not have been in the tribes best interest, but it is in force nontheless. It's too long to go into here, so see the following link. http://www1.umassd.edu/cfpa/docs/narragansett...

Section 1.20 Gaming and the Narragansett Indian Tribe is quite interesting.

Given that the property in question has a large exposure to Narragansett Bay, the resort type development is an easy sell and could be quite lucrative for the state. The downside is that due to claims of sovereignty, an indian casino here could be quite insulated from contributing to the stste tax base and would place a huge drain on local resources such as fire and police. As opposed to the property in Charlestown which is covered by the Narragansett Compact and would be subject to RI taxation but is currently limited by the so called Chaffee amendment.

Unfortunately for the tribe, the Narragansett Compact and subsequent agreements pretty much nullify the tribal sovereignty on the settlement lands allowing the state to easily claim a piece of the revenue. The tribe doesn't like that at all.

RI voters have already stated that they were not in favor of an Indian Casino in other parts of the state that are not currently designated as tribal lands, but the debate still continues.

No, not NIMBY at all. It's just not good for the state or the island.
RI voters have stated that quite clearly and their not all on the island.
