A 17-year-old student from Cleveland's James Ford Rhodes High School suffered serious injures and needed surgery after a car careened into members of a group of students waiting to march in a Polish parade Sunday in Slavic Village.

People are typically handicapped for a reason, they are neglectful of their health or they are neglectful workers who because of this are prone to injury incidents, or they are neglectful drivers and harm themselves in avoidable vehicle crashes. So, it comes with no surprise that people shouldn't mill about and loiter in a more dangerous area, such as near parking spaces for such designated drivers.
