City of Canandaigua to raise water rates

Looks like an increase of $10-$15 per quarter for my water/sewer bill. RGE wants to raise rates. Taxes will go up because of the STAR decrease.
My wages will not go up more than 2% next year due to the economy - yet my bills are getting a double digit percentage increase in some cases....how much thinner can we spread ourselves?
