I used to live right near those apartments and I lost count of the number of times I looked out of my window to see 4 or 5 fire trucks and tons of flashing blue lights outside of them. The trouble is that these buildings are full of dumbasses on welfare who are constantly doing dumb things which start fires. Leaving candles burning next to drapes, going out and leaving the stove on, unsupervised kids playing with matches, that kind of thing.

Buildings like this are basically fireproof, in that they are made of non-combustible materials. Of course that won't help if a jetliner plows into them, but for normal fires like this, they generally won't spread. Far more people die in tenement fires in this city than in hi-rises.

The building itself may well be fireproof, but any tall building can contain many tons of combustible furniture, plastics, fabric, wood, fluids, and good old papers.
All these things can quickly cause poisonous fumes, which kill people and endanger firemen who may be totally exhausted by the time they climb hundreds of flights of stairs.
