OK so the guy has some kind of eye problem, but what does that have to do with the story? What we really want to know is what school district this took place in.

Not sure how they prove negl. of the school unless there was a pattern or some previous incidents (ignored or otherwise). Needless to say, nobody will be commenting on this until it is over - and even then...
