Does it really surprise Hocking County that Sheets and Walker shoved Berry into resigning? When are our citizens going to open their eyes and see that the Commission is NOT a democracy; it is two people running the show. We need to vote these two OUT of office!!!
LOGAN — Hocking County EMA Director Ryan Berry resigned from his position during Tuesday’s Hocking County Commissioner meeting for reasons which commissioner Clark Sheets Jr. says involved misrepresentation during Berry’s initial interview two years ago in 2011.
Sheets claims that Berry’s resume led him to believe he had a bachelor of science degree in political science from Capital University, although Berry never graduated from the university.
“At this time, I make a motion to either accept your resignation, or we’re going to dismiss you for misrepresentation on your resume when we first hired you,” Sheets told Berry at the meeting.
“Congratulations to you, Mr. Sheets, and your cronies,” Berry said in response, shortly before resigning.
Commissioner Sandy Ogle disagreed with Sheets and was adamant that Berry did not misrepresent himself and did not lie about his credentials.“If you remember, he told us in the interview that he quit going to college to play football in Europe,” Ogle said.“He never said he had a degree.”
“When someone has on their resume a ‘B.S. in political science,’ I take that to mean they have a bachelor’s degree,” commissioner John Walker said in response.
“But he told us he didn’t have a degree, that he did not finish because he wanted to play football,” Ogle said.
When Sheets questioned Berry about his resume and credentials at the meeting, Berry said he never said he had a degree. Sheets, though, kept asking Berry why he has listed on his resume a ‘B.S. in political science.’
“You know I don’t need this kind of harassment,” Berry said.“I can go to work waiting tables and make more money than I make here. The janitor makes $2 more an hour than I do.”
In a phone conversation with The Logan Daily News following the meeting, Ogle was upset and said Berry was forced out of office.“He was badgered and harassed!” she shouted.“He didn’t have a choice, but to resign!”
“I feel Clark Sheets badgered him and Ryan was forced out,” she continued.“When John wouldn’t second the motion to dismiss Ryan, he resigned.”
Sheets said he asked for Berry’s dismissal due to misrepresenting himself on his resume.“I made the motion to dismiss him, but when John wouldn’t second it, Ryan resigned,” Sheets told The LDN afterwards.
Following a public record’s request, The LDN learned the job description for the position of EMA director does not require a bachelor’s degree to fulfill the job requirements.
Ogle apologized for yelling during a phone interview with The LDN and said,“I did not accept his resignation. He was badgered! Clark Sheets badgered him! It was awful. It was a bad injustice and then Clark had two deputies escort Ryan out. Now why in the world would you have to escort him out?”
In an audio recording of Tuesday’s meeting, Ogle questioned why deputies escorted Berry out of the meeting to collect his things from his office.“I resent the fact that Ryan is being escorted out. Clark [Sheets], when Bob Cook resigned was he escorted out?” she questioned.
Sheets replied,“[Cook] left all his keys here and left the building. He didn’t need an escort.” He then indicated he wanted an escort so Berry would not hurt Sonja Miller, the EMA administrative assistant.
Berry then spoke up and stated,“Are you kidding me?”
When asked why Sheets wanted Berry dismissed, he replied,“I feel he misrepresented himself in the interview process. He said he had qualifications that he did not have. He indicated he had the proper training, but he didn’t and we gave him ample time to get the training completed, but he didn’t turn in any certification until today.”

Commissioners waited for two years before questioning Berry’s credentials, though, and when asked why it took so long before any questions were raised, Sheets said that the matter “was brought to our attention. People were questioning his credentials and we had to look into it.”
According to Hocking County Prosecutor Laina Fetherolf, commissioners did not consult with her prior to Tuesday’s meeting.
Commissioners appointed Berry on April 4, 2011. On his record of appointment form — the Ohio EMA Local Agency Emergency Management Director Data Form — Berry didn’t indicate he graduated or had a degree. In fact, the area which indicated if he had a degree was left blank, indicating he didn’t graduate or have a bachelor of science degree in political science.
The record’s request also indicated that the majority of Berry’s required training took place in January as the commissioners had requested. Berry was required to have NIMS training 100, 200, 700 and 800, all of which he completed. Each training certificate lists a completion date of Jan. 8, 2013.
Berry told The LDN Tuesday that the other training needed was completed Feb. 4, one day prior to the deadline set by commissioners.
Berry also offered to help his replacement with several pending projects.“They need to be followed through with for the county’s sake,” Berry said. It’s unclear whether the commissioners will allow Berry to assist in the projects, though.
Commissioner John Walker refused to comment on any of Tuesday’s events.“I have no comment at this time,” he said.
Ogle said plenty for everyone, though.“I disagree with this 100 percent,” she said.“Ryan was harassed and badgered. He should have never resigned, and it should have been brought to a vote.”
Ogle had nothing but praise for Berry.“I think he’s done a wonderful job. He has done nothing wrong. This is just sad. I did not accept his resignation and I oppose this altogether.”
Berry said that while he’s disappointed with the actions that were taken, he’s looking forward to his next step in life.
“I would like to say that I am very proud of the many people in need that my office and the caring people of this community have helped in the last couple of years,” Berry said.“I have nothing but love and admiration for the people of Hocking County and I will continue to do my best to help others.”
“It is disappointing, however, that people whose aim is only to disrupt and cause trouble won’t use that energy to do something positive,” he continued.“This world would be a different place.”
EMA director job description
The job description for Hocking County EMA Director, per the commissioners, include the following: This position requires direct responsibility for the organization, administration and operation of the Hocking County EMA. Applicant should have knowledge and/or skills of the structure, functions, and interrelationships of state and local governments, planning, organizational, and management. Additional knowledge of the background and objectives of the federal, state, county and local emergency management programs is a plus.

I think it's sad that Walker and Sheets run the show. And the citizens of Ho. Co. have VOTED these BULLIES back in! Those two also were cold hearted and rude to those who were vying to help the dog shelter and wanted to end euthanasia. The only commissioner who showed ANY respect or interest was Sandra Ogle. Clark Sheets actually ROLLED HIS EFFING EYES and Walker dismissed the ladies VERY rudely and would not even hear them out. This is just ONE instance of their ignorance and rudeness.
Hocking County Citizens need to stop voting for them and put someone reliable in. I personally voted for Dickerson because he is a people person. I could never imagine him ROLLING HIS EYES OR being rude to anyone.
Come on, Hocking County! Open your eyes!

Really? Roger Shaw runs the county. Check and see the last time he came in and paid property tax. Or for a water tap. It's not just the commissioners. Grant money at other agencies disappear and no one says anything. It's happened for so long it just becomes "the way". Most ema directors have access to a ton of money and no accountability for what happens to it. Most of then resign to avoid getting indicted for theft in office. County safety director, sheriff, county garage, CHILDREN'S SERVICES. All get lots of money and don't have to show where it goes. Ema directors just get caught more than the rest. If it went public that the commissioners were allowing it to happen they would lose their phony-bolony jobs. Harumph

The newest revelation to this story is that Walker is now pissed off over Berry's phone. It's stupid that he is nit picking and trying to cause problems, dragging more people into this than needs to be. Walker and Sheets need ousted! And as for Roger Shaw, he is behind the scenes. He doesn't have an office or a reason to be in the position he's in, and it's sad that money that is donated towards our public reasons aren't being voiced.

I agree. Mr Shaw has no reason to be in the tax free position he is in. Especially when we are all in positions that are very much taxed...
