What does the law say about chickens running free in the city limits?

I can't seem to find anything on any website for New Iberia stating about any laws to keep chickens in the city limits. I have a neighbor who is 70-80 years old and his yard is junky and he keeps chickens. He lets them run around freely and they come into my mom's yard and our other neighbor's yard and it is starting to be a hassle. We had asked the police department about it but the policeman who came see about another complaint against the same man was new and wasn't sure about the law. So I am wondering if anyone in New Iberia would know? Or should I just call animal control the next time I see them running around and have them go talk to the old man since he doesn't seem to listen to anyone else?
