Promote upward mobility??
If a person earning minimum wage is unable to move on to more profitable employment, providing an increase of pay will not provide upward mobility.
Minimum wage jobs are a STARTING point, NOT a career choice.

Most people earning minimum wage are unskilled, and do little to further there education or are unwilling to seek help in making themselves more attractive to employers.
This is just another vote getting gimmick and places just another burden on the employer and the tax paying public,

If you pay unskilled workers high wages, whats the incentive to better themselves?
In Connecticut a persons workman's comp.- paid by the employer is based on there pay, the more they make the more we pay. Guess who is going to pay the higher prices in the end, THE CONSUMER.
Who is going to pay $10 for a hamburger, or a cup of coffee?
Unlike Congress the average person can't vote pay raises for themselves, nor be in dept and just keep spending.
