Just seen an article on an indianapolis news station,about a dog return to its owner that a nonprofit group rescued from new castle shelter,that they was getting ready to put down.All the nonprofit group did was scan the micro-chip and dog was returned home.Why was this not done at the local shelter?What if this group had not showed up on time?What kind of non-carring people are in charge of the shelter?This could have turned out very bad!Please help support these non-profit groups not the ones who want to make a living of putting animals down.See the full article at WISH-TV 8

Linda Bir Conn runs the New Castle Animal Shelter. She is paid $80,000 a year to sit on her butt and complain that the citizens of our community don't do enough to make her job easier. My husband and I once found a sick dog on road 3 wondering around. We took it home with us because we were afraid that it would be hit by a car. We already had a dog at home and did not want to expose our pet to the sick animal so we called the animal shelter. Linda Bir Conn told us that it was not her job to come get the dog and we would have to figure something out. She suggested that we keep the dog. Since she refused to help, I had no choice but to call our mayor at home. After explaining the situation to him, he assured me that someone would come to our home to get the dog. About 45 minutes later a young man who works for the shelter showed up to get the dog. He told us that the dog was an escaped dog from the shelter. Linda Bir Conn never checked that out before she chastized me for not donating my time or money to the shelter. She told me how expensive it is to take care of these animals. After finding out that the dog was supposed to be at the shelter all along and had escaped, she didn't even bother to call me back and apologize. Here's an idea for you Linda...if you're so concerned about these animals why don't you donate a portion of your inflated salary to the shelter. You have inmates and volunteers to do the work and anytime I have visited the shelter, you are sitting on your oversized butt complaining about EVERYTHING. It's time to hire someone to run the animal shelter that actually gives a damn about dogs. Linda obviously loves the cats, but couldn't care less about the dogs. She is not good with the public at all and loves to threaten the city that if her demands aren't met, she will stop handling animals from New Castle. Fire her and put someone in that position that can and will do the job without bitching at everyone that has the misfortune of having to deal with her!

This is always a hot subject for people to talk about. If you have a humane shelter it can get very expensive and yet taxpayers want an affordable animal control.

While the cost of animal control for the City and even the County has been keep down by the shelter,while it is costly for the Humane Shelter Board to operate the shelter.

This is the fine line that the Shelter Staff are dealing with on a regular day.

While it is important to keep the public safe and even the animals safe the staff have to deal with stupid people at times and always get dropped animals at the shelter.

The real issue here is that the stupid people have animals, can we regulate stupid ?

If we did regulate stupid then who'd run everything.The main expense is paying Linda's salary.That alone would help them out if she took a cut,the main reason for me saying anything was wondering why the micro-chip wasn't checked by the local shelter?Why wasn't checked till dog got all the way to Indy.This so a great deal of not caring on shelters part.

As someone who has volunteered at many shelters I can tell you that when five stupid people dump their animals on the shelter on the same day because "we just don't have time for him" and the animal control officer is bringing in three dogs that have just ripped apart someone's pet cat, sometimes things like checking for microchips can get lost in the shuffle. Not to mention, I have personally seen microchip scanners not pick up a chip in an animal known to have a chip (my own animals). The technology isn't perfect. So no matter how much money this woman makes, MISTAKES HAPPEN. That's why most rescues have their own chip checkers and vets and do the whole procedure again after pulling an animal from a shelter, ANY shelter.

Would love to know where you got that $80 number. I doubt she goes around telling people what she makes. And since the shelter is privately owned & operated by the HS, it isn't public knowledge or even voted on by taxpayers.

Yes, I'm sure that is her salary. It was printed in the Courier Times along with the salaries of all of the other city and county officials. That was a couple of years ago. She may even make more money now. I know people who would do her job for half of her salary. Those people actually love animals and couldn't possibly do a worse job than Linda Bir Conn! I think it's time to look for a replacement to run the animal shelter!

She needs to go. She is a horrible, heartless person! my parents dog of 15 years wandered off a couple weeks ago and when they called the shelter on a sun they were told they had to wait to identify her. They wanted to charge her $300 for a bunch of bogus fees. My uncle talked her down to a minimum charge. I could understand if it was a dog that ran loose all the time or was a harm to someone but not a family pet that wandered off and couldn't find her way home.

What bothers me about the shelter is that it is privately owned but publically funded. yet they wont take strays you take in. I said I found this dog wondering around I cleaned it fed it and when I could get down here brought it in. They told me well if you fed it then its yours and we cant take it. This is a really screwed up place. There needs to be a real shelter in town. One that will come catch up strays ect., Not like this place.

You people are so funny. I love all of your "facts". A little research, like a call to the mayor's office or courthouse, will give you the truth:

A city the size of New Castle is REQUIRED provide animal control service to its residents.

The NC shelter is not publicly funded. They contract their services to the city. Just like the extra snow plow operators are contract workers.

The fines you pay to get your animal back are city ordinances. Look at any city code book and you'll see that there is a fine for your animal running loose, a fine for your animal not wearing a city tag, and it's a STATE LAW that animals be current on rabies vaccinations.

The only charges that aren't legally ordered are the charges for housing your animal at the shelter. That's the only money you hand over that goes directly to the shelter. And a little tip from someone who used to work in customer service: if you go in and act all shitty about your animal being there, they won't reduce the housing fee. If you're nice and accept the fact that YOU let your animal run loose, they MIGHT cut you some slack.

The reason you pay at the shelter is to save the public from paying at the courthouse then making a trip to the shelter to get their animal. It's a service TO YOU that you're allowed to pay the CITY FEES at the shelter instead of the courthouse.

If you all hate the shelter so much, ask the city to start their own shelter and stop contracting with the NC Shelter. But before you do that, let me share a few things I've learned from volunteering at shelters all over the state:

Many city shelters are an unheated shack or shed down by the dump or sewer plant.

Many city shelters keep animals 3 days max, then kill them.

Many city shelters do not adopt out animals, it's too much time and effort for them. They have no presence on facebook or petfinder.

Many city shelters, especially in rural areas, don't euthanize the animals - they shoot them or gas them. As one city shelter employee once told me "bullets are cheaper than euthanazia fluid"

I actually stopped volunteering at one city run shelter because I found out that they kill all the animals the day before Christmas so nobody would have to go in on the holiday to feed them.

If that's what you want for New Castle, get off your butts and make it happen.

I have dealt with Ms. Bir Conn on a few occassions, none of conversations with her has been pleasant. A few years ago I lost a Beagle, friends of mine checked the shelter after two days and she said she had not seen the dog, then another two days and I went in and she told me the same thing. I just happened to look up on the wall and there was a pic of my dog sitting on a couch with some lady, from out of town, that had adopted him. She stood there and denied that it was my dog and here I am looking right at him. Then later I caught a dog getting into my chickens so I put it in my truck and take it to the shelter where I was told they couldn't take it. I then proceeded to let them know that a .22 bullet cost less than ten cents at the time and it would have cost less than the gas I used to bring the dog to them and do the "humane" thing and it was their duty to take in strays. She was not happy. Then she tried to extort $2000 a year from our town to come and catch the stray dogs. I had a lengthy conversation with her about this and she hung up on me. I feel that is insubordinate in her duties and is all about the money and the free vehicle she gets to drive.

~@Dog Mum then the city needs to do just that. Provide Animal Control to its people because the damn shelter they hired to do so doesn't do it. They reject almost any stray you pick up that they dont want to deal with. They dont come out and get dogs that are harmful to the community. Like vicious pits running around. So what the hell is our tax dollars paying them for. I would rather see a city run shelter. And I dont believe the city would shoot dogs in the head they would have PETA breathing downt their neck...
