So why did Norwalk decide to enforce the law Mayor Moccia?

Last week, Mayor Richard A. Moccia said that he had received several complaints from joggers after the fatal accident, and many of the complainants said that they were almost struck by distracted drivers. Moccia said he wanted to do something about the complaints.

Lets look into this and see if there was another reason Norwalk police did anything at all.

Odd how this tragic event never got closure.
