NORWALK-- It was a 1992 news report that spurred Bob Macauley to action. Macauley, a paper company executive who founded of the international disaster relief organization AmeriCares in 1982, was watching CNN at his New Canaan office when he learned that 9 percent of Connecticut residents were uninsured.
