Why wasn't this announeced/plannd when East Side access began - years ago? All the environmental studies, community discussion and such could have been dealt with THEN.
It really seems like the LIRR does no planning and just rides by the seat of their pants.

They don't care, because it's all about how much tax money they can grab. Start one project....then say it necessitates another three gazillion-dollar project when it's half done....ka-ching! Our taxes go up....while all the contractors and lobbyists and kickback-taking MTA pols rake in half of it.
That's all mass-transit is: A perpetual welfare system that requires never-ending subsidy.
Have a bond issue? Guess who ultimately pays? The taxpayers, again.
This form of "government" has got to stop, or this country will go bankrupt.
