To "Chickens home to roost" ... just who are "you people"? Don't look now but your ignorance is showing! White, Black, Red or Yellow, no one wants their property damaged. The issue is not one of race, although you may want to make it that way. The issue is a 16 y/o out at 2am, once again, parenting obviously absent here. Hold the parents responsible for the damages and perhaps they'd be paying more attention to what their child is up to.
