Good. He can stay there. I work for another state's child support enforcement agency. Too many states have laws which expunge the arrears, if the obligor parent hides long enough, or has contacts to keep them working "under the table."
It's too bad we can't legislate morality, because it is sorely needed. We have parents, both mom and dad, who breed and leave, or who try to withhold custody in leiu of child support. The two concerns, custody and child support are not tied together, for good reason. There are many obligor parents who cannot, for whatever legally sufficient reason, pay their support. Their visitation should not be affected and almost every family court in the country will attest to this. At the same time, the guardian/custodian of the child/ren should be made aware by the courts that custody is not a bargaining tool.
Child support is for care of the child. If Mr. Murtari had just paid his support in the first place, he wouldn't be where he is in the second place. The child had to be clothed, fed and cared for physically, emotionally and medically. Did the custodian have the choice to not do these things? No. Law states that those basic needs must be met.
Let him pay the back child support with interest, penalties and a big, fat apology.
